When the filesystem becomes more full, the policy code changes to a
differnt algorythm that uses space more efficiently but
results in files being more fragmented (and thus slower to access)
When there is more space again, it goes back to the method that allocates
blocks efficiently for speed, but wastes a small amount of space.

The icmp message is a new feature that limits the numbeer of icmp messages
that the system will respond per second.
this is to stop a Denial of service  attack where the system is forced to
be busy sending thousands of icmp redirect or reject packets.
